NFPA 70E and OSHA require that equipment be placed in an electrically safe work condition before work is performed. Only limited conditions permit justification for energized electrical work. Often personal protective equipment (PPE) is incorrectly used to rationalize granting permission to conduct work. There is a hierarchy of safety controls and the use of PPE is considered to be the least effective method of protecting workers.
