OSHA proposes fine in snowmaking fatality

OSHA has proposed a $128,250 fine against Vail Resorts, Inc. for failing to take proper safety measures prior to the drowning last fall of a Keystone ski area employee.

A 28-year-old employee was engulfed by water in a below-ground vault used for snowmaking in the early hours of Nov. 25, 2002, according to a report in the Rocky Mountain News. His body was found entangled in pipes and valves.

The company was cited for three alleged violations, including the serious violation of failing to provide a ladder used for entry into confined spaces.

OSHA is citing Vail Resorts for failing to post required warning signs and to develop a written policy and training program for workers' use of confined spaces.

Also, OSHA is citing the company for failing to notify an outside rescue service of confined-space hazards at Keystone and to provide the rescue service with access to spaces so it could practice rescue procedures.
