The agency and the National Safety Council presented the list at last week's NSC Congress & Expo. Overall, the number of violations among the ten most-cited standards is 40,463, down 4,200 from last year, according to the agency.

One standard is new on OSHA's list compared with last year: Ladders (1926.1053). Otherwise, there was little change in the list from 2004.

The list is compiled from data on citations issued from October 1, 2004, through August 30, 2005.

The most-cited standard continues to be Scaffolding - General Requirements (1926.451) with 8,130 violations, according to OSHA.

The second most-cited standard remains Hazard Communication (1910.1200) with 6,641 violations.

3 — Fall Protection - General Requirements (1926.501) with 5,504 violations. This standard appeared third in last year's list as well.

4 — Respiratory Protection (1910.134) with 3,904 violations. This standard appeared fifth last year.

5 — Lockout/Tagout (1910.147) with 3,711 violations. This standard moved from fourth last year.

6 — Powered Industrial Trucks (1910.178) with 2,871 violations. This standard rose from eighth on last year's list.

7 — Electrical - Wiring Methods, Components, and Equipment for General Use (1910.305) with 2,785 violations, down from sixth last tear.

8 — Machine Guarding - General Requirements (1910.212) with 2,743 violations, down from seventh on last year's list.

9 — Electrical - General Requirements (1910.303) with 2,120 violations.

10 — Ladders (1926.1053) with 2,054 violations.
