OSHA today issued a notice that provides instructions and forms that are necessary for the preparation of a FY 2009 On-site Consultation Cooperative Agreement Application for states under federal enforcement jurisdiction, and the states and territories that have Section 23(g) Public Employee Only Plans.

According to the agency, the notice applies to all states under federal OSHA enforcement jurisdiction and the states and territories that have Section 23(g) Public Employee Only Plans that operate an On-site Consultation Project under Section 21(d) of the Occupational Safety and Health (OSH) Act of 1970.

Significant changes included:

1. On-site Consultation Projects are required to submit an electronic grant application using the Grants.gov system – www.grants.gov.
2. The Staffing Chart has been modified to require states to provide the number of personnel occupying positions, the personnel FTE, and the actual number of vacancies.
3. The Training Plan has been updated to break out the estimated amounts for the costs of training and related travel. Additionally, the training must address one of the newly established Consultant Function-Core Competency categories outlined in Appendix K of the Consultation Policies and Procedures Manual.
4. States must provide a complete inventory listing of equipment (sampling equipment, vehicles, computers, etc.) instead of only providing changes since their last application
