Stickler served as director of Pennsylvania's Bureau of Deep Mine Safety. Earlier in his career he worked for Beth Energy Mines, Inc. for 30years, serving as manager, superintendent and shift foreman. He received his bachelor's degree form Fairmont State College in West Virginia.

President Bush intends to nominate Richard Stickler of West Virginia to be assistant secretary of labor for mine safety and health, the White House announced September 15.
