The final Continuing Resolution legislation for Fiscal Year 2011, which was released on Tuesday by the House Appropriations Committee and would provide Federal funding through September 30, 2011, includes a reduction of $49 million for the National Institute for Occupational Safety and Health (NIOSH).

The reduction would be taken from a $71 million baseline of funding under the FY10 Continuing Resolution for World Trade Center health monitoring and treatment. After this reduction, funding of $22 million would still remain in FY11 to continue the World Trade Center health services pending the start of new funding on July 1, 2011, under the James Zadroga Act.

The reduction in the Continuing Resolution would not affect NIOSH research in FY11, which would be funded through September 30 at the FY10 level, minus a 0.2 percent, Government-wide rescission for non-defense programs. Neither would the reduction affect funding in FY11 for the NIOSH-supported Education and Research Centers (ERCs), or FY11 funding for the Agriculture, Forestry and Fishing Sector of the National Occupational Research Agenda. The President’s Budget for Fiscal Year 2012 proposed termination of funding for the ERCs and the Agriculture, Forestry and Fishing program, beginning with the start of FY12 on October 1, 2012.

The Continuing Resolution for FY11 awaits passage by Congress and signature by the President.
