Why did OSHA decide to modify its standards for electric power generation, transmission, and distribution work? OSHA last issued rules for the construction of transmission and distribution installations in 1972. Those provisions were out of date and inconsistent with the more recently promulgated general industry standard covering the operation and maintenance of electric power generation, transmission, and distribution lines and equipment.

According to the National Fire Protection Association (NFPA), arc-flash is an electric current that passes through air when insulation or isolation between electrified conductors is no longer sufficient to withstand the applied voltage. The flash is immediate, but the result of these incidents can cause severe injury including burns. Each year more than 2,000 people are treated in burn centers with severe arc flash injuries.

OSHA requires employers to protect employees from electrical hazards, including arc flash. Yet OSHA does not specifically explain how to comply with these regulations. NFPA 70E is the bridge between OSHA regulations and compliance.
